Born in Springfield, MA, Jamary Rosa relocated to Northern Virginia in 2009. Mrs. Rosa's love for serving her community comes from her mother, Olga Maldonado-Romero. Olga dedicated over 40 years to serving the Springfield, MA community, helping the homeless, working with teen mothers, assisting with voter registration, assisting with housing, and organizing community events. Serving the community and remaining humble were staples in the Maldonado household, shaping Mrs. Rosa's deep commitment to giving back.
Mrs. Rosa holds a Bachelor of Science degree in Human Services with a Minor in Criminal Justice, graduating Cum Laude from Springfield College. With over 20 years of experience in the criminal justice field, Mrs. Rosa began her career with the Connecticut Department of Correction in 2003, serving in roles such as Correction Officer, Correctional Counselor, and Community Release Coordinator.
After moving to Virginia, Mrs. Rosa earned her Private Investigator’s license and joined the Prince William County Office of Criminal Justice Services as a Pretrial Investigator/Interviewer in 2011. The following year, she transitioned to the Juvenile Court Service Unit as a Probation Officer. In 2019, she expanded her expertise to the federal government, working with the Defense Counterintelligence and Security Agency (DCSA) as a Field Investigator. Her subsequent roles included Administrative Assistant to the General Staff and Executive Administrator for the Office of the Command Surgeon at the United States Army Intelligence and Security Command (INSCOM).
Beyond her professional endeavors, Mrs. Rosa is deeply committed to community service. In 2018, she and her husband launched an annual Thanksgiving Dinner for Families in Need in partnership with the City of Manassas Public Schools. She also volunteered with Northern Virginia Family Services in 2015 and joined the Cold Case Foundation in 2019, using her expertise to assist families and law enforcement with unresolved cases.
In 2022, Mrs. Rosa and her husband, Jesus, became entrepreneurs, opening Puerto Rico Cafe in Manassas, VA. Their passion for Puerto Rican culture led them to establish the Puerto Rican Festival Committee, hosting the first-ever Puerto Rican Festival in the DMV in 2023. The event, which attracted over 10,000 attendees from 17 states and Puerto Rico, grew to over 18,000 attendees in 2024. The couple also co-founded the Puerto Rican Alliance of Northern Virginia (PRANOVA) in late 2024, an organization dedicated to empowering the Puerto Rican community through cultural awareness, resources, and opportunities for growth.
Mrs. Rosa cherishes her family above all. She and her husband, Jesus, have been married for 17 years and together for 24. They are proud parents to Saxoney, Kiara, and Jalen and grandparents to four beautiful girls: Karina, Destiny, Avalina, and Dream. She also adores her fur baby, Bentley. In her free time, Mrs. Rosa loves traveling and spending quality time with her loved ones.

Saxoney Rodriguez serves as the Treasurer for PRANOVA, a non-profit organization dedicated to embracing and celebrating Puerto Rican culture while giving back to the community. With a deep commitment to her heritage, Saxoney joined PRANOVA to support initiatives that empower and uplift Puerto Rican communities.
As Treasurer, Saxoney brings her organizational and financial expertise to ensure the fiscal health and transparency of the organization. She is passionate about fostering cultural pride and advancing opportunities for Puerto Rican families, working tirelessly to strengthen the connections between cultural preservation and community development.
Saxoney is driven by the belief that by supporting each other, communities can thrive. Her dedication to both Puerto Rican culture and the greater good is evident in her role with PRANOVA, where she continues to make a meaningful impact.

When his parents moved the young family back to the island from the mainland to start a business in the 1980’s it provided Ed and his brothers and sisters the opportunity to reconnect with his extended family, immerse in the rich culture of the island and live their heritage. Ed has deep roots in Puerto Rico with family currently residing in Carolina, Las Piedras, Yabucoa and Humacao. After graduating from the Lucchetti High School for the Visual Arts in San Juan, Puerto Rico Ed went on to attend his freshman year at the University of Puerto Rico in Rio Piedras with dreams of becoming a graphic artist. However, life’s path is bent. The time he spent as a youth growing up in Puerto Rico, toiling at his family’s business, experiencing the economic hardships on the island, interacting with people that worked hard but were still struggling, and living through the aftermath of several hurricanes were foundational in developing his inner drive and set him on a different path, one that served the common good.
Prior to the start of his sophomore year Ed decided to join the US Army spending nearly the next thirty years in service to the nation. During his military career he served with the prestigious 3 rd U.S. Infantry, “The Old Guard” at Fort Myer, Virginia where he participated in hundreds of military ceremonies around the Military District of Washington, full honors funerals at Arlington National
Cemetery, and official functions at the White House. Inspired by their motto “To Free the Oppressed” Ed later went on to volunteer for Special Forces training at Fort Liberty (formerly Fort Bragg) North
Carolina earning the coveted “Green Beret.” While serving in Special Forces Ed progressed through the ranks into positions of greater responsibility ultimately serving as the Operations Sergeant of 12-man Military Freefall Detachment and then Company Operations, where he supervised all aspects of training, equipping, and deploying Special Forces Operational Detachments to Southeast Asia, Central and South America, the Middle East and Africa. As a soldier Ed has deployed to the Persian Gulf for Operation Desert Shield/Desert Storm, and to both Afghanistan and Iraq in support of the
Global War on Terrorism. Of his many accomplishments in uniform the most noteworthy may have been completing both his bachelor’s and master’s degrees before retiring from the Army in 2017.
Ed still serves after military retirement and is currently a Project Lead with the Defense Threat Reduction Agency (DTRA) at Fort Belvoir, Virginia tasked with assessing threat vulnerabilities for
Department of Defense facilities all over the country. When not at work Ed relishes being a devoted husband to his loving wife of 23 years, a father to a college age son, engaging in an active fitness lifestyle, volunteering his time, and being in the company of close family and friends.
